CONSTITUTION OF:


New Horizons Church UK

 

Effective date: 30 September 2006

 

Preamble 

As members New Horizons Church UK we unite ourselves together as a

body of Christian believers to more effectively carry out the Great Commission of our

Lord and Saviour Jesus Christ (Matthew 28:19-20). Desiring that all things be done

decently and in order as referred to in 1 Corinthians 14:40, we solemnly and sincerely

subscribe to the following constitution by which we voluntarily agree to be governed. 

 

Article I – Name 

The name of this church shall be New Horizons Church UK. 

 

Article II – Purpose 

The purpose of this church shall be: 

1.   To be witnesses of the Gospel of Jesus Christ in word and in deed to the people of

our church, city, province, country and the world in which we live (Acts 1:8). 

2.   To worship the Triune God, seeking to respond in obedience to His leadership,

according to the Scriptures. 

3.   To instruct, equip, and train Christians for ministry and service. 

4.   To fellowship together. 

5.   To serve each other as members of the same local church as well as to serve the

community in which we live. 

 

Article III - Statement of Faith 

The statement of faith for New Horizons Church UK

 

1. Triune God. This church and all persons in communion therewith shall confess One True

God – Father, Son, and Holy Spirit – and Jesus Christ as God the Son incarnate.

 

2. Nicene Creed. The Creed associated with the Council of Constantinople of A.D. 381 (the so-

called "Nicene Creed") shall be accepted as the definition of Christianity.

 

3. Apostles’ and Athanasian Creeds. The so-called "Apostles’ Creed" shall be accepted as a

valid statement of faith, and the Quicunque Vult, or "Athanasian Creed," shall be accepted as a

valid statement of Trinitarian theology and Christology.

 

4. Scripture, Tradition, and Reason. The Scriptures of the Old and New Testaments, the

Tradition of the Church, and human reason and experience shall be the three pillars of Truth by

which inspiration, revelation, law, and faith may be tested.

 

5. Non-discrimination. This church shall hold no regard for a person’s race, color, gender,

sexual orientation or preference, nationality, or socioeconomic class.

 

6. Baptism. Holy Baptism shall be the primary sacrament, the act by which God accepts a

person as His reborn child and sends to that child the Holy Spirit. As the Creed teaches, there is

but one Baptism, whether of an infant or an adult, and that Baptism determines membership in

the Church. This jurisdiction shall recognize as valid the baptism of any other Christian

jurisdiction provided such baptism was performed with water in the Name of the Triune God.

Never shall a baptized person knowingly be re-baptized, for to do so would be an act of unfaith

and denial of God’s infinite Grace.

 

 

 

 

 

7. Eucharist. The Holy Eucharist is the sacrament through which the baptized are fed with the

real and substantial Body and Blood of Christ. This sacrament shall constitute the essence of the

worship of this church, and all celebrations thereof shall be open to all who are baptized,

confesses the Creedal Faith, and believe that they are receiving the true Body and Blood of

Christ. Inability to confess or believe because of age, mental capacity, or other physical reason

shall not be held as a barrier to Communion.

 

8. Minor Sacraments. This church shall also perform the five traditional minor sacraments.

Penance/Reconciliation: Christians receive grace by confessing their sins and offering a sincere

attempt to amend their ways. Extreme Unction/Anointing of the Sick: The sick are anointed to

receive grace as a means of comfort and assurance of love in times of trouble. The three other

sacraments are signs of commitment derived from the primary commitment of Holy Baptism.

Confirmation: Christians publicly confess their faith in the Lord and commit themselves to Him.

Marriage: People commit themselves to one another so that together they may better serve God

and humanity. Holy Orders/Ordination: Christians make commitments to one of the special,

consecrated, permanent ministries of the Church.

 

9. One Church. This church confesses that Jesus Christ sought His Church to be one Body,

which unites all of humanity. To this end, this church shall (a) maintain its membership open to

all persons who are in agreement with its doctrinal position and desire to be members and (b)

maintain to its best ability an active role in the ecumenical and independent movement, keeping

in touch with the remainder of the Church and striving toward the visible unity thereof.

 

Pursuing intercommunion and other ecumenical dialog is a charge of the Presiding Bishop’s

office and is the sole jurisdiction of the Presiding Bishop.

 

 

Article IV – Church Authority and Affiliation 

The government of New Horizons Church UK is vested in the body of

members who comprise it. Persons duly received by the members shall constitute the

membership. 

 

This church is subject to the control of no other ecclesiastical body, but recognizes and

sustains the obligations of mutual counsel and cooperation, which are common among

Apostolic Churches.



 

 

 

Article V – Organizational Structure 

The structure of New Horizons Church UK may include a leadership team

comprising of the Presiding Bishop and the leaders of all ministries within the church as set out in

the church bylaws. 

 

Article VI – Perpetual Succession and Powers 

New Horizons Church UK shall have perpetual succession and has power to

acquire by gift, device, bequest, trust agreement, contract or otherwise, real and personal

property within and without the province. The church may hold, sell, dispose of,

exchange, mortgage, lease, let, improve and develop such property. Without restricting

the generality of the foregoing, it may acquire in any way or ways real and personal

property for the purpose of funding the purposes of New Horizons Church UK 

and deal with any and all such property as empowered by this section. 

 

Article VII – Charitable Status

_ New Horizons Church UK_ shall carry out all of the above purposes without

purpose of gain for its members or adherents, and any profits or other accretions to the

church shall be used in promoting its purposes. 

 

Article VIII – Dissolution 

In the event of the dissolution of this church, all its remaining assets, after payment of

liabilities, dissolved into A listed Charity

 

Article IX – Amendments 

Section #1: Changes in the constitution and by-laws may be made at any regular business

meeting of New Horizons Church UK and the community of Bishops

provided each amendment shall have

been published by all reasonable means to the membership at least two weeks in advance.

Amendments to the constitution of New Horizons Church UK can only be

accomplished through a two-thirds majority vote of members present.

A. DECLARATION OF FAITH

We, the Ministry of New Horizons Church UK, do

reiterate our Faith and publicly declare that:

WE BELIVE IN

1. The Holy Trinity

One God, true and living, of infinite power, wisdom and goodness; the Maker and Preserver of

all things visible and invisible. And that in the unity of this Godhead there be three Persons, of

one substance, power and eternity: the Father who is made of none, neither created nor begotten;

the Son who is of the Father alone, not made nor created, but begotten, the Holy Spirit who is of

the Father and the Son, neither made, nor created, nor begotten, but proceeding.

2. Jesus Christ, the only-begotten Son of God

Jesus Christ, the only-begotten Son of God, the second Person of the Trinity, very and eternal

God, of one substance with the Father, took man's nature in the womb of blessed Virgin, after

she had conceived by the Holy Spirit. He suffered under Pontius Pilate, was crucified, died  On the third Day, He rose from the dead and ascended into

heaven and sits at the right hand of God the Father Almighty; from thence, He shall come to

judge both the living and the dead.

3. The Holy Spirit

The Holy Spirit, the Sustainer and Giver of life, who proceeds from the Father and the Son:

Whom with the Father and the Son together we worship and glorify.

4. One Catholic and Apostolic Church

The Church, Holy, Catholic and Apostolic, which is the Body of Christ, founded by Christ for

the redemption and sanctification of humanity, and to which Church He gave power and

authority to preach His Gospel to the whole world under the guidance of His Holy Spirit.

B. ARTICLES OF RELIGION

1. Salvation

Salvation is obtained only through faith in Jesus Christ, the Son of God, as Lord and Savior.

This faith should manifest itself in good works.

2. Holy Scriptures

The Holy Scriptures contains all things necessary for salvation, and nothing, which cannot be

proved thereby, should be required to be believed.

3. The Creeds

The Articles of the Christian Faith as contained in the Ancient Creeds known as the Apostles'

and Nicene Creeds are to be taught by this Church and accepted by the faithful.

4. The Sacraments

The Sacraments are outward and visible signs of our faith and a means whereby God

manifests good will towards us and confers grace.

Baptism is necessary for salvation. It signifies and confers grace cleansing from original sin

as well as actual sin previously committed; makes us children of God and heirs of everlasting

life. It affects our entrance into the Church of God. It is administered with water in the Name of

the Father, the Son, and the Holy Spirit.

Confirmation, whereby, through the imposition of the Bishop's hands, anointing and prayer,

baptized Christians are strengthened by the gifts of the Holy Spirit and confirmed in the Faith.

The Holy Eucharist, the Sacrament of the Body and Blood of Christ, taken and received by the

faithful for the strengthening and refreshing of their bodies and souls. The Mass is to be said in

the language of the people in such a way that worshippers may participate fully.

Penance, the confession of sins as commanded by Jesus Christ.

Sacrament of Anointing, whereby the sick, especially one in danger of death, is anointed with

oil with prayer. He receives, if necessary, remission of sins, the strengthening of his soul, and if

it were God's will, restoration to health.

Holy Orders, a Sacrament by which Bishops, Priests and Deacons are ordained and receive

power and authority to perform their sacred duties.

Holy Matrimony, a sacrament in which a man and a woman are joined together in the holy

estate of matrimony.

5. Sacred Ministry

From apostolic times there have been three Orders of Ministries in the Church of God:

Bishops, Priests, Deacons. These Orders are to be reverently esteemed and continued in this

Church, and is equally extended to both men and women, of all races and lifestyles. No man or

woman is to be accepted as a lawful Bishop, Priest, or Deacon in this Church, or permitted to

execute any functions pertaining to these Orders, except he or she be called, examined, and

admitted according to the Canons of this Church, and in accordance with the Order prescribed by

the Church for Ordaining and Consecrating Bishops, Priests and Deacons.

7. Celibacy of the Clergy

Bishops, Priests, and Deacons are not commanded by God’s Law to marry, or to abstain from

marriage; they are permitted to marry at their own discretion.

8. Purity of Life

Holiness, altruism, obedience to God’s Commandments, and a zeal for God’s honor and glory

are incumbent upon Clergy and Laity; therefore, all should cultivate a clean and disciplined life,

not neglecting prayer, study, and exercise of moral discipline.

9. Knowledge

All truth is of God; therefore, the Church should promote knowledge and learning.

10. The Blessed Virgin

The Virgin Mary was chosen by God to be the Mother of Jesus Christ. As Jesus Christ is truly

God and Mary is the Mother of Jesus Christ, she is the Mother of God in His human generation.

She whom God honored is to be honored above all.

11. The Saints

Persons universally recognized for their holiness of life, loyalty and courage, especially the

Blessed Virgin and the New Testament Saints, are to be held in reverent remembrance.

12. Attitude towards Other Churches

The Church will promote Ecumenism

13. Church and State

This Church is politically independent of the state, and the State of the Church. The Church

does not ally itself with any particular school of political thought or with any political party. Its

members are urged to be exemplary citizens.

14. Doctrine and Constitutional Rules of the Church and the Fundamental Epistles

The Doctrine, Code of Canon Law and Constitutional Rules of the New Horizons Church UK

adopted on August 16, 2006, and subsequently amended, and the

Fundamental Epistles of the New Horizons Church UK, are henceforth not to

be held as binding either upon the Clergy or Laity of this Church in matters of Doctrine,

Discipline or Order, wherein they differ in substance from Declaration of Faith, and Articles of

Religion contained herein. They are to be valued as historical documents promulgated by the

Founder(s) of this church when they were seeking to interpret the Catholic Faith in a manner

understood by the people.

15. Additions, Amendments, Repeal

The Declaration of Faith may be altered, amended or repealed. As we journey through our mission it may become necessary to amend our statement of faith

What we believe about the Bible

We believe in the Scriptures of the Old and New Testaments as verbally inspired of God, and inerrant in the original writings, and that they are the supreme and final authority in faith and life. (2 Timothy 3:16-17; 2 Peter 1:19-21; Acts 17:11; and Isaiah 8:20)

What we believe about God

We believe in one God, eternally existing in three persons: FATHER, SON and HOLY SPIRIT.

GOD THE FATHER - We believe in God the Father, Creator of heaven and earth, perfect in holiness, infinite in wisdom and measureless in power. We rejoice that He concerns Himself mercifully in the affairs of men, that He hears and answers prayer, and that He saves from sin and death all who come to Him through Jesus Christ. (Matthew 5:48; Genesis 1:1; Hebrews 11:3; Nehemiah 9:6; Hebrews 1:2-3; Psalm 103:19; Ephesians 1:11; 1 Kings 8:27; and Psalm 90:2)

THE SON - We believe in Jesus Christ, God's only begotten Son, conceived of the Holy Spirit, born of the Virgin Mary, sinless in His life, and making atonement for the sin of the world by His shed blood and death on the cross. We believe in His bodily resurrection, His ascension into heaven, and His high priestly intercession for His people. We believe in His personal, visible and triumphant return to the world according to His promise. (Isaiah 9:6; Matthew 1:18-25; John 1:14; Hebrews 10:9; John 1:29; 1 John 2:1-2; John 14:3; 1 Thessalonians 4:15-17; and Acts 1:11)

THE HOLY SPIRIT - We believe in the Holy Spirit, who came forth from God to convict the world of sin, to convince the world of righteousness, and of judgment, and to regenerate, sanctify, and comfort those who believe in Jesus Christ. (John 15:26; John 16:8-11; Romans 6:3-6; 1 Corinthians 12:13; 2 Thessalonians 2:13; and 1 Peter 1:1-3)

What we believe about People

MAN - We believe that man was created in the image of God, that he sinned and thereby incurred not only physical death but also spiritual death, which is separation from God; and that all human beings are sinners by nature and by choice. (Genesis 1:27; Genesis 2:15-17; and Romans 3:10-12, 23)

SALVATION - We believe that, God so loved the world that He gave his one and only Son, that whoever believes in Him shall not perish, but have eternal life. (John 3:16 NIV) We believe that all who receive, by faith, Jesus Christ as Savior and Lord are born again of the Holy Spirit and, therefore, become children of God. We believe that justification means that a person is declared righteous in the sight of God by grace alone, through faith alone, in Christ alone. (John 1:12; Romans 3:21-26; Ephesians 1:13; 2:8-10)

STATUS IN ETERNITY - We believe in the bodily resurrection of the just and the unjust, the everlasting blessedness of the saved, and the everlasting, conscious punishment of the lost. (Matthew 25:46)

HUMAN RESPONSIBILITY - We believe that every human being has responsibility to God alone in all matters of faith. (Romans 14:11-12)

What we believe about the Church

THE CHURCH - We believe in the Church -- a living, spiritual body in which Christ is the Head and of which all regenerated people are members. We believe that a visible church is a company of believers in Jesus Christ, buried with Him in baptism and associated for the purpose of leading believers toward maturity through worship, instruction, fellowship and evangelism. We believe that Christ has committed to the local church, the ordinances of Baptism and Communion to be observed until He comes, and that Christ has committed to the church the responsibility to proclaim to a lost world their need to accept Jesus Christ as Savior and to recognize Him has Lord. We believe that human betterment and social improvement are essential products of the Gospel. (Ephesians 1:22-23; Romans 6:3-5; Matthew 28:19-20; 1 Corinthians 11:23-26; and John 8:31-32)

ATTITUDE TOWARD CIVIL GOVERNMENT - We believe that each church is independent and autonomous, and must be free from interference by any ecclesiastical or political authority; therefore, Church and State must be kept separate, as having different functions, each fulfilling its duties free from the dictation or patronage of the other. We also believe that it is the responsibility of the church (individually and corporately) to live in submission to the government, as long as that does not violate Scripture or conscience and to pray for those who are in authority over us. (1 Timothy 2:1-3; Titus 3:1; 1 Peter 2:13-14; Acts 5:29; Matthew 23:10; Romans 13:1-7)
